Keynote Speaker Bio: Doña Storey, President, GOVtips LLC
Doña Storey is the president and CEO of Quality Technical Services, Inc. (QTS), a woman-owned
small business started in July of 1980. She is also the creator of a new venture, GOVtips LLC,
providing expertise in the launching and growing of firms doing business with the Federal
government. In addition she is creator of GOVtips.biz an online guide to success in federal
contracts and author of the World’s Biggest Customer book series. In addition, Ms. Storey is a
frequent contributor to the Minority Enterprise Advocate (MEA) magazine and blogs on small
business and federal contracting issues in Inside Business online. She is also a popular source
for media nationwide.
For the past 18 years, Ms. Storey has played an active role in impacting public policy at
both state and national levels. She has been repeatedly appointed or elected to boards and
other leadership positions in state and federal government, education and small business
associations. As the 2007 National Co-Chair of the Procurement Committee for Women
Impacting Public Policy (WIPP), she assisted the organization in becoming more proficient
at finding and making the most of available opportunities. To date, Ms. Storey has made
numerous recommendations affecting the revision of federal regulations and has provided
testimony for congressionally appointed Commissions. In May 2009 she testified before the
House Small business Committee. She is also a popular speaker and has served on several

From the South
Take I‐95 North to Exit 74‐A, Downtown Expressway (I‐195). Take the Downtown Expressway to the exit for Canal Street. Follow Canal Street to 5th Street. Turn left on 5th Street and continue approximately two blocks, crossing over Byrd Street. Proceed to Step B.
From the North
Take I‐95 South to Exit 75 (64 East). Immediately take the 3rd Street Exit (also Coliseum). Follow 3rd Street to Byrd Street. Turn left on Byrd Street. Turn right on 5th Street. Proceed to Step B.
From the East
Take I‐64 West to Exit 190, 5th Street Exit. Follow 5th Street crossing over Byrd Street. Proceed to Step B.
From the West
Take I‐64 East to Exit 186, Downtown Expressway (I‐195). Take the Byrd Street/2nd Street Exit. Follow Byrd Street and turn right on 5th Street. Proceed to Step B.
Make first left into lot for Federal Reserve Bank parking deck and then make an immediate left to enter the parking deck. Press the red button to announce yourself and Law Enforcement will pass you through the gate. After parking car on level P6, take elevator or stairs down to level P1 and exit. Note: elevator is located in the southeast corner of the parking deck and is accessible from levels P1‐P5 only.
The Federal Reserve main entrance is located on Byrd Street between 7th Street and 9th Street. After exiting the parking deck walk up 7th Street toward Byrd Street. At the intersection, turn right onto Byrd street and you will see the front of the building. Keep walking until you reach the second gate to be checked in by Law Enforcement. At this point, Bank staff will be positioned to assist you with screening and escorting you to your destination.
Important Note: All visitors must present a picture ID to Security prior to entering the building. All persons entering the building are subject to metal detection.
