GSA's Federal Center South Campus is located on the Duwamish Waterway and currently houses the Seattle District Corps of Engineers in a 1930's Ford Motor manufacturing building. In 2009 GSA received ARRA funding to develop a modern 21st century district headquarters for the Army Corps of Engineers on the campus. The project is being completed using a Design Build approach and involves the redevelopment a 1940's era warehouse into a modern, high performing green building.
The building integrates active and passive systems, materials and design strategies including optimized form and building orientation. The sustainable design technologies include underfloor air distribution, radiant cooling, phase change thermal storage, ground-source heat pumps, advanced daylighting with orientation specific solar control, rainwater harvesting, materials re-use, optimization of thermal mass, and many other sustainable strategies.
Duane Allen, Project Manager

Duane Allen graduated from the University of Utah with a degree in Mechanical Engineering. During a one year Engineering training program with the Department of Veterans Affairs, Duane developed a passion for Project Management. The next 15 years were spent modernizing the VA campus located at American Lake Washington. This campus was built in the 1920’s, with the last modernization in the 1950’s. With the modernization complete and a new wing added to the main hospital, Duane moved on to the U.S. General Services Administration, as a Senior Project manager. His first project with GSA was a complete modernization of the U.S. Courthouse in Seattle WA. This courthouse was built in the 1930’s and is listed on the register of historic building. To meet the many challenges facing this project, Duane implemented a highly integrated approach with the designers, constructor and client (US Court of Appeals) to bring the project to successful completion. The project received LEED Silver certification. Duane is currently the project executive on a Design Build project at GSA’s Federal Center South Campus. This project is the development of a new headquarters for the Seattle District of the U.S. Army Corps of Engineers, with the goal of building one of the most energy efficient, sustainable district headquarters in the Country. Duane is also leading a team that is building a new United States District Courthouse in downtown Los Angeles.

With more than 30 years of commercial construction experience, Jack is Sellen’s top integrated delivery specialists supporting owners and design teams in the design and construction of their projects. Jack has worked as an integral member of the design team on many complex, high-profile projects, including a four of Microsoft Campus projects, the Washington Mutual /Seattle Art Museum Project, the Bill & Melinda Gates Foundation Campus, and most recently as the leader of the GSA’s Federal Center South Building 12021 project Design Build team to bring the contractors perspective on constructability, cost and schedule. His in-depth building knowledge and decades of experience allows him to bring construction expertise to a project’s design phase. Working side-by-side with the architects, consultants, subcontractors and the owner, Jack collaborates with the team to develop creative solutions that add value throughout the design and construction process. His passion is in helping the team find innovative and constructible solutions to challenging issues that meet the design intent while still meeting the project budget and schedule objectives.
Todd Stine, AIA LEED AP BD+C
Todd has over 25 years of experience in integrated, sustainable and technical design on a wide range of public and private sector projects. As project manager and technical design architect for Federal Center South, Todd plays a key role on the design-build team to optimize all building systems to achieve the best overall performance within budget and schedule. The craft and execution of architecture is Todd’s passion, with a focus on ensuring that holistic design solutions are successfully realized in built form.
