Panel Discussion with local criminal justice community and Q&A
Principal San Elijo Middle School
Douglas Hall has 32 years of experience in teaching, administration and management of school activities. Hall has vast experience and expertise in heading a big team and is currently managing San Elijo Middle School with 65 teachers, 50 non-teaching staff members, and 1600+ students of various ages and ethnicities from 6th through 8th grade. Director of Security for Fairbanks Ranch Association
Michael Yaptangco attended the 1st Regional Police Academy at Miramar College in San Diego. During a 30-year career with the San Diego Police Department, he was assigned to patrol, traffic, and investigative duties. Mr. Yaptangco was promoted to the rank of Sergeant in 1998, where he subsequently managed patrol and investigative personnel. As a police supervisor, he also attended the Sherman Block Supervisory Leadership Institute in Sacramento, California and is a graduate of Class 190.
While on the San Diego Police Department, Mr. Yaptangco supervised the Juvenile Services Team for Northern Division. He reviewed all reports that related to juvenile matters for the division. Mr. Yaptangco reviewed all investigative follow-up reports prior to submission to the Juvenile Division of the District Attorney’s office. He attended monthly meetings with school administrators, parents and their children to address truancy matters. As the supervisor of the JST Unit, Mr. Yaptangco worked with non police resources to divert first time offenders from formally entering the juvenile justice system. Mr. Yaptangco also worked with the Anti Defamation League on developing a cyber bullying symposium for school and law enforcement personnel.
Mr. Yaptangco is currently the Director of Security for Fairbanks Ranch Association, a gated community within San Diego County. As director, he oversees all matters relating to security and safety of the community, directing a staff of 21 uniformed officers.
Mr. Yaptangco holds a Bachelor’s Degree from San Diego State University and a Master’s Degree from the University of San Diego. He has been facilitating classes for the College of Criminal Justice and Security at the University of Phoenix since 2012.
Assistant Principal at San Pascual Union
For over a decade, Mark Burroughs worked as United States probation and pretrial services officer in the U.S. District Court in the Eastern District of Virginia and the Southern District of California. Mr. Burroughs investigated and supervised probationers and parolees charged with a myriad of federal offenses, including narcotics distribution, bank robbery, espionage, smuggling, fraud, assault, and other crimes. He also created and supervised a drug testing laboratory, solicited federal contracts for drug treatment and mental health services, and implemented an electronically-monitored home confinement program as an alternative to incarceration. As adjunct faculty to the Federal Judicial Center (FJC), Mr. Burroughs trained probation and pretrial services officers nationwide on report writing, risk management, substance abuse, and correctional alternatives.
More recently, Mr. Burroughs was a teacher at the San Pasqual Union School District in Escondido, California. In addition to teaching 4th and 5th graders, he trained faculty on topics including website development, cloud computing, electronic grading, curriculum development, and professional learning communities.
Currently, Mr. Burroughs is the assistant principal of the San Pasqual Union School. He also serves as the Home Room Proctor Coordinator for the San Diego County Academic Decathlon and is a member of the site validation team for the California Distinguished Schools Program.
In 2011, Mr. Burroughs was named District Teacher of the Year for San Pasqual. He also went on to win honors as 2012 San Diego County Teacher of the Year and placed as a finalist for California Teacher of the Year. In 2012, Mr. Burroughs earned Faculty Scholar honors from the University of Phoenix for his work in promoting innovations in education.
San Diego District Attorney Investigator
Dr. Matthew O’Deane, Ph.D., is an Adjunct Faculty in the Criminal Justice Program, College of Criminal Justice and Security for the University of Phoenix, San Diego Campus. Dr. O’Deane is a full time investigator for the San Diego County District Attorney’s Office in the Bureau of Investigation where he specializes in gangs and narcotics related investigations. Previous professional experiences in the Criminal Justice Community spans over 20 years which includes 10 years as a National City Police Officer (12/91 to 05/02) before going to work for the District Attorney’s Office in May of 2002. He holds a Ph.D. from Walden University in Minneapolis, a Masters degree in Public Administration and a Bachelor of Science in Criminal Justice from National University San Diego. When not working as a full time police officer or teaching Matthew is also an author of several books and presents at academic and law enforcement conferences each year

Aaron Cannon PhD. has beenpracticing clinical psychology with an emphasis on wellness, family dynamicsand health for the past 14 years. He has made several mediaappearances most notably on talk radio and conducts workshops on effective parenting. Dr. Cannon has provided individual, family and couples counseling in avariety of therapeutic settings. He has extensive training inPsychological Assessment, individual and family therapy, and crisisintervention. He has been married for 14 years and has twochildren.
