The ReliabilityFirst Reliability Assessment and Performance Analysis (RAPA) group is sponsoring a one-day workshop for Generator Owner/Generator Operator plant personnel on October 19, 2016 at our office in Cleveland, OH.  This workshop will focus on some recent issues associated with generating plants that FERC, NERC, and the Regional Entities have been discussing and working to address.

The workshop agenda and logistics are shown below. Any questions, contact either Tim Fryfogle or Jeff Mitchell of our staff.  There will no fee to attend and it will be open to neighboring Regional Entity staff and members, too.

Generating Plant Preparation for Winter Weather – Don Urban, ReliabilityFirst staff, will present a review of ReliabilityFirst staff visits to generating plants in preparation for winter weather. The workshop participants are encouraged to share their success stories (or lessons learned) from their own efforts in their plants in preparing for winter operation.

 

Generating Plant Preparation for Summer Weather – This agenda item will be a roundtable discussion of efforts by generating plants to prepare for the summer season.

 

Interconnection Frequency Response and Dead Band – Troy Blalock, South Carolina Electric and Gas and NERC Resource Subcommittee chair, will provide a primer on this topic and discuss plant ramifications. On February 5, 2015, NERC issued the Industry Advisory Generator Governor Frequency Response. Troy Blalock has presented on this topic to such organizations as the National Association Regulatory Utility Commissioners and the North American Generator Forum, On April 7, 2015, NERC staff and the Resources Subcommittee sponsored a Generator Governor Frequency Response Advisory webinar, which was attended by approximately 500 industry stakeholders. On June 23 and 24, 2015, NERC Staff and Resources Subcommittee hosted a meeting in Atlanta with Original Equipment Manufacturers (OEMs) and Architect and Engineering Firms.

 

The NERC Resources Subcommittee continues to discuss addressing existing generators that are incapable of providing frequency response, including the lack of coordination with plant Distributed Control Systems (DCS) and improper settings of dead band. In addition, at the RS’s October 2015 meeting, the subcommittee approved a motion supporting the efforts of NERC and FERC staff to modify the Large Generator Interconnection Agreement (LGIA) and Small Generator Interconnection Agreement (SGIA) pro forma tariffs to incorporate primary frequency response according to the draft Reliability Guideline: Primary Frequency Control.

 

NERC Generator Availability Data System (GADS) – Tim Fryfogle, ReliabilityFirst staff, will discuss reporting GADS data and issues associated with data quality.

 

Cyber Security for Industrial Control Systems – TENTATIVE, speaker to be determined.

 

Round table discussion of any other topics – this session at the end of the meeting will focus on the audience for input and comments on the topics and subject matter in general and to share any other information they may have. There will also be a feedback survey included.

Logistics


 

A registration link through Eventbrite will be available later for registration to the event. Participation will be limited to the first 100 people to register through the Eventbrite link. There will be a waiting list available if the maximum number is reached prior to the training session.

 

The meeting will begin at 8:30 a.m. and adjourn by 4:00 p.m.

 

Use of laptops and tablet computers are discouraged in the sessions. There will be plenty of breaks to check email and make necessary phone calls.

 

Unfortunately, RF cannot grant CEU/PDHs for this workshop.
