OPERATION BIG BOX - Dakota County Public Health Emergency Preparedness Exercise
Help the Dakota County Public Health Department conduct an emergency exercise at Sibley High School on Friday, July 26. "Operation Big Box" will test plans for setting up a medication center, or Point of Dispensing (POD) site, where county residents would pick up medicine during a disease outbreak.
We need at least 200 volunteers to help us learn how to best manage the large volume of people who would come to the POD in a real emergency. Help make this exercise successful - please register by July 16.
Here's what will happen on July 26:
- Arrive at Sibley High School between 11:00 and 11:30 a.m. to check-in.
- At 11:30 a.m. you will be briefed about your role, which will include receiving an empty medicine bottle that will not contain any medication.
- We will likely ask you to go through the line a few times before the exercise ends at 2:30 p.m.
Lunch will be provided to volunteers at approximately 12:00 noon.

Is there a minimum age to volunteer?
Volunteers must be at least 14 years old. All volunteers under age 18 must be accompanied by an adult at the exercise. All volunteers must sign the Participation Agreement and Photo Release form. (Volunteers under age 18 must have the form for minors signed by a parent or legal guardian.)
What time should I arrive at Sibley High School?
Please arrive at Sibley High School between 11:00 and 11:30 a.m. A briefing will be held at 11:30 a.m.
What should I bring to the event?
Please bring your signed Participation Agreement and Photo Release form. Wear comfortable shoes and dress for the weather since you will spend time standing in line and may spend some time outdoors. You will not be able to store your belongings at the school, so minimize what you bring and have a comfortable pack or purse with you.

Shannon Bailey, a certified trainer for Mental Health First Aid courses, is the adolescent health coordinator for Dakota County Public Health Department. Shannon is a licensed social worker who has served Dakota County families and children for thirty years. She is also a trainer for Make it OK and other programs for the Minnesota chapter of the National Alliance on Mental Illness (NAMI-MN). Shannon consults with schools, cities, and other groups on suicide prevention and strategies for promoting mental health.
