Since 2012, the Center for Medicare and Medicaid Services (CMS) has assessed medication refill adherence as a quality measure for Medicare Advantage plans. As health care becomes more integrated, delivery systems face increasing incentives to improve adherence in their members. Despite decades of research, adherence interventions remain only modestly effective, however. Improving adherence at the health plan or population level requires a rethinking of conventional assumptions about adherence, which can lead to coordinated efforts on the parts of individual practitioners, health care teams, and systems.
