What internal processes can be managed to yield this result? One internal process which has an impact on both the budget and service delivery is the drafting of Requests for Proposal (RFP’s) and Requests for Quotation (RFQ’s). Effective drafting and management of these documents creates competition which could ensure local governments receive quality commodities and services at cost effective rates.
