APA Northern Section is hosting Law and Ethics training sessions on March 8, 2014, at the Metro Center in Oakland (101 Eighth Street, across the street from Lake Merritt BART station). Participants may attend one or both sessions. 

8:30 - Registration and breakfast
9:00-10:30 - Ethics Session
10:30 - 10:45 - Break
10:45 - 12:15 - Law Session
Session Descriptions
The Ethics session will be presented by Colette Mounier,  AICP, Section's Ethics Review Director, Hanson Hom, AICP, Section's Immediate Past Director, and Wendy Cosin, former Deputy Director for the City of Berkeley. This session will be made up of two parts: the review and discussion of the 2013 AICP ethics case of the year and a discussion of the challenges in the application of AICP’s Principles to Which We Aspire to some of the State’s major planning issues, such as the proposed Peripheral Canal and alternative energy projects.
The law session will be presented by Alexandra Barnhill, Section's Legislative Director and Matthew Visick of Burke, Williams & Sorensen Law Group. It will focus on recent changes in the law related to Inclusionary Housing ordinances.  Beginning with the Palmer decision in 2009, local agencies have had to work with new legal restraints on their ability to require inclusionary housing.  Just as the Palmer decision created uncertainty for local agencies in the area of inclusionary rental housing, the recent California Supreme Court decision in Sterling Park v. City of Palo Alto has created uncertainty in the area of inclusionary housing offered for purchase.  This session will explain the recent changes in the law of inclusionary housing, and offer insight as to how communities may adjust their inclusionary housing policies in response to these changes in the law.

APA California Northern

The American Planning Association, California Chapter Northern, offers membership to city and regional planners and associated professionals that primarily live or work in the western Klamath and Pacific Coast Ranges regions.
