The Federal Government has been a leader in alternative delivery since the completion of the Pentagon repairs after 9/11. The U.S. Navy’s construction division in San Diego (NAVFAC Southwest) is one of the most active users of design-build in all government agencies. Over 80% of NAVFAC Southwest’s capital projects are being delivered using alternative delivery. This presentation will review their current capital program and how they have changed their design-build procurement methods over the past few years. Jennifer Llamas will present on NAVFAC’s upcoming horizontal and vertical construction opportunities in their $1Bil budget.
Capital Programs Director, NAVFAC Southwest
Ms. Llamas is responsible for the capital improvement programs and business management product line coordination at NAVFAC Southwest, where she is primarily responsible for Military Construction Program Management and Resource Management. The Capital Improvements Business Line, consisting of over 550 professionals across a wide range of disciplines, is responsible for the planning, design and construction of over $1B worth of facilities annually for a variety of supported commands across six southwestern states.
