Neil is the Manager Houston Business Solutions Center Office of Business Opportunity City of Houston, and a graduate of the University of Florida with a Masters Degree in Urban and Regional Planning (1979) and a BA in Political Science (1977). Neil has worked in various capacities with the Planning and Development and Housing Departments, and the Mayor's Office. As Manager of the One Stop Business Center, Neil has a major impact on the establishment of over 250,000 Houston area businesses, and is considered an expert in multi-jurisdictional business regulatory issues. He has inaugurated the successful One Stop / HPLWorkshop Series and created the now-famous GETTING STARTED PACKET
