Raphael Choi, Chief Counsel of the Arlington (WAS)

Office of Chief Counsel (OCC),

Immigration and Customs Enforcement (ICE) OPLA

 

Raphael Choi is presently the Chief Counsel of the Arlington (WAS) Office of Chief Counsel (OCC), ICE OPLA (Fall 2007—present).  Previously, he served as the office’s Deputy Chief Counsel from the Fall of 2006 to the Fall of 2007.  He started his career as an Assistant District Counsel in the New York District, INS Office in the Fall of 2002, and transferred to WAS OCC as an Assistant Chief Counsel in 2006.  In FY 2011, Raphael served in various acting capacities within ICE: acting Director of the ICE Office of Equal Employment; acting Chief Counsel in NYC; and as acting Director of Field Legal Operations for ICE OPLA HQ. 

Raphael received his law degree in 2002 from the University of Wisconsin Law School—Madison, where he served as Managing Editor of the Wisconsin Law Review, a Note and Comment Editor of the Wisconsin International Law Journal, and was a member of the Wisconsin Moot Court Board having participated and coached in several national moot court competitions.  He remembers Madison, WI fondly for its extremes: extraordinary summer storms, and preposterously cold winters.  In 1996, Raphael received a Bachelor of Arts in English from Iowa State University, in Ames, IA. 

Raphael really wants to believe he emanates calm and assertive energy to an district that is anything but.

The District of Columbia Chapter of the Federal Bar Association was chartered in 1952. The chapter's geographic boundaries are the District of Columbia.
