Calling all EB-5 Regional Center Program stakeholders!

 

Once a year, the U.S. Citizenship and Immigration Services (USCIS) hosts a Quaterly EB-5 Engagement with Program stakeholders at USCIS Headquarters in Washington, DC.  This year, it will be taking place on Thursday September 15, 2011.  With such a good reason to be in DC already, IIUSA is pleased to host surrounding events to show our support to Congress for permanent authorization of the EB-5 Regional Center Program.  We look forward to seeing you there!

 

The majority of the conference will take place at the Kellogg Conference Hotel (at Gallaudet University), located conveniently in downtown DC, at: 800 Florida Ave, NE, Washington, DC 20002.

With the EB-5 Regional Center Progam due to "sunset" (i.e. cease to exist) on 09/30/2012 - less than 500 days and counting - we need YOU to come to DC to tell your legislators to support making the Program a permanent tool of 21st century economic policy.  IIUSA will equip conference attendees with an "Advocacy Toolkit," including statistics, talking points, and success stories to ensure everyone is promoting a poignant and consistent message to legislators and their staff.  In March 2011, the Honorable Senator Patrick Leahy (D-VT) introduced the Creating American Jobs with Foreign Capital Act (S. 642), which would permanently authorize the Program.  With your help, we can make sure it passes during this session of Congress, well before the Program "sunsets."  

 

First, on Wednesday September 14, 5:30-8:00 PM, IIUSA will be hosting the "EB-5 Regional Center Economic Development Congressional Reception" - putting the cross country EB-5 related economic development on center display to educate public officials and their staff.  The reception will take place on the rooftop of 300 New Jersey Ave, NW, Washington, DC 20001.

The next day, Thursday September 15, we will first host a "Welcome Breakfast," with various keynote speakers from government agencies, Congress, and elsewhere, as detailed below.  After breakfast, IIUSA will host a panel featuring the American Immigration Lawyers Association (AILA) EB-5 Committee Chair, IIUSA Legislative Committee Chair, and IIUSA Vice President (and former USCIS Chief Counsel and Acting Director) to prepare attendees for the USCIS meeting later in the day.  There is no better way to prepare for this important, once a year, meeting with the federal agency.  Then, IIUSA leadership and its government affairs team will be on a panel to outline the advocacy strategy for permanent authorization of the EB-5 Regional Center Program.  Lunch with keynote speaker will follow, before all attendees head to the USCIS EB-5 Stakeholders Engagement.

 

Conference attendees are encouraged and expected to setup their own meetings with legislators and/or their staff while they are in DC.  If you need assistance determining who or how to contact in their office, please email Peter D. Preparation for USCIS EB-5 Engagment

 

 

The two main interest groups that interact with USCIS on EB-5 policy are AILA and IIUSA.  Each has submitted a list of questions to USCIS for consideration as topics of discussion at the USCIS EB-5 Engagement.  IIUSA is pleased to bring together this panel that represents the two groups, to discuss the upcoming USCIS EB-5 Engagment through in depth analysis of current policy and administrative issues/updates.  You will leave this panel feeling as prepared as possible for what is to come later in the day at the USCIS meeting.

Conference attendees are expected to make their own travel arrangements.  We have asked for the hotel to arrange cabs to be available.  It is only about a 5-10 minute drive, depending on traffic.  For those who are interested in walking, it will take about 20 minutes (1+ miles).

Once a year USCIS hosts a Quarterly EB-5 Engagement at agency headquarters in Washington, DC.  Representatives from USCIS Service Center Operations and California Service Center will be in attendance.  They will give various updates on the Program, including: statistics, reports on new and/or changing policies, and answering of presubmitted questions.  They will also open the floor for Q & A.
