On December 29, 2011, the California Supreme Court upheld legislation (ABX1 26) that disbanded redevelopment agencies (RDAs) and allowed the State of California to divert $1.7 billion in redevelopment funds into the State's General Fund for schools and other local services.

At the same time, the court struck down ABX1 27 - legislation that would have allowed redevelopment agencies to stay in business by paying a fee to the State. The bills were passed as part of the 2011-12 state budget.

She led the administration of $2.1 billion in Proposition 46 and $2.85 billion in Proposition 1-C bond funds for affordable housing, and awarded over $2 billion in funds that have helped create over 125,000 affordable homes and shelter spaces for Californians.
