Vice President – NW Healthcare Practice Lead, Project and Development Services
Jones Lang Lasalle
Mr. Caldwell is a Vice President for Jones Lang LaSalle’s Healthcare Practice within the Project
and Development Services group in the Western Region. Jeff provides project delivery
consulting services on a wide variety of healthcare projects in the Pacific Northwest. Clients
served include Kaiser Permanente in Oregon, Salem Health Systems in Oregon, and King County Owned Health Facilities in Washington. Prior to joining Jones Lang LaSalle, Mr. Caldwell worked directly for Kaiser Permanente National Facilities Services leading the design, budgeting and scheduling of major healthcare projects.
Jeff Los, AIA, NCARB, LEED AP
Principal, Ankrom Moisan Architects
Jeff Los is an architect and managing principal at Ankrom Moisan Architects in Portland, Oregon. His 35-year career in acute and chronic healthcare projects include hospitals, medical office buildings, and long-term care facilities. Jeff’s experience encompasses master planning and the design of senior housing developments throughout the country that provide all levels of care. He is a published author of articles about trends in senior living design, and has spoken at a variety of regional and national senior care conferences.
Jeff Los is the Principal architect for Mirabella Portland, a 30-story urban Continuing Care Retirement Community that achieved LEED Platinum certification — a first for a building of its kind. Jeff also serves on a council sponsored by Oregon Health and Sciences University that focuses on research and product development of technology that will promote independent aging.
Gil M. Munoz, M.P.A.
CEO, Virginia Garcia Memorial Health Center
Gil has worked in the management of Federally Qualified Health Center’s for 22 years. He has a Masters of Public Administration from Lewis and Clark College, Oregon and a Bachelor’s Degree in Economics from the University of Maryland, College Park.
Gil Muñoz has worked to develop high-quality primary care services to address the health care needs of vulnerable populations in Washington and Yamhill Counties. Under his leadership, Virginia Garcia Memorial Health Center has grown from serving 7,000 patients at two sites to serving 36,000 patients at four primary care clinics, three dental clinics, four pharmacies, mobile clinic, and four school based health centers. He has also seen the development of Virginia Garcia’s Dental, Pharmacy, and Mental Health programs.
Gil serves on a number of Boards including: CareOregon, Tuality Hospital, Oregon Primary Care Association, Northwest Regional Primary Care Association, and Oregon Community Health Information Network (OCHIN). Gil is actively involved in Oregon’s Health Transformation process including the development of Coordinated Care Organizations in throughout the region.
Vice President – Real Estate & Construction, Providence Health & Services, Swedish Health Services
Dana White has been with Providence Health & Services for 20 years and currently holds the title of Vice President, Real Estate & Construction, Providence Health & Services and Swedish Health Services. Providence and its affiliate Swedish, operates 32 hospitals and over 300 clinic sites over five states with a total of over 26 million square feet under management. The affiliated group operates outpatient clinics, surgery centers and educational facilities in addition to acute care sites and employs over 65,000 people from Alaska to southern California.
Ms. White holds a bachelor of science in Economics and Management from Chatham College and a Masters in Business Administration from Seattle University.
Rustin Becker, AIA
Senior Vice President, ERDMAN
Rustin joined ERDMAN in 2001, and specializes in the strategic planning of medical facilities. For more than 20 years, he has been involved in the development of a variety of healthcare facilities including hospitals, medical office buildings, single-specialty clinics, long-term care, assisted living and ambulatory care and surgery centers. As Senior Vice President, Rustin has had involvement on more than 150 hospital projects. He focuses on programming and planning facilities that are operationally efficient, provide extraordinary patient and staff experiences, and are positioned for implementation of evidence-based design solutions. Rustin is a member of the Center for Health Design EDAC committee and was a research partner of the symposium at the Rice University Building Institute, studying healthcare project delivery methods. He has lectured at a range of national healthcare conferences on strategic planning, programming, experiential planning, and operational throughput.
Senior Project Manager, Inici Group, Inc.
Born and raised in Oregon, Tary attended Oregon State University where he graduated with a degree in Construction Engineering Management. After graduation, Tary landed a job with Emerick Construction in Portland.
While at Emerick, Tary learned firsthand about the construction process through a variety of experiences during his seven years at Emerick. Tary gained experience from working on a wide range of public and private projects such as schools, jails, warehouses and including some hi-tech projects.
After leaving Emerick, Tary had the unique opportunity to work as an owner’s representative working directly for the Oregon Convention Center on the $116 million expansion of their existing facility.
After almost two years at the convention center, Tary went to work at ETHOS Development (now inici group Inc.) as a project manager on several projects for OHSU and then the $105 million expansion of Portland Adventist Medical Center. In 2007, Tary guided the Columbia Health District through the CM/GC process in anticipation of building a new hospital. Tary recently completed the new Randall Children’s Hospital on the Legacy Emanuel Medical Center campus Tary is currently working on a $45 million remodel at Emanuel Medical Center. The many years working as an owner’s representative has provided Tary with a unique perspective being able to bridge the gap between the owner’s side with the contractor’s side of construction process.
Tary has been on the AGC Board of Directors since 2002 and currently serves on several committees within the local chapter. In 2005, Tary joined the AGCA Electronic Information Systems Committee (now the AGC IT Forum) and is currently the chair of this national committee.
