Applying Systems Engineering to the California High-Speed Train Project
Systems Engineering is a well-accepted engineering discipline in most industries across the globe, including IT, defense, aerospace, automobile and medicine. Railroad infrastructure projects in the US, however, inevitably rely on the Plans, Specifications and Estimate (PS&E) process used in the construction industry. Given the high complexity of the $68 billion California High-Speed Train Project, Parsons Brinckerhoff has combined Systems Engineering (supported by Rational DOORS) with the Plans, Specifications and Estimate approach to manage this huge project. Learn about the impact the combined approach is having on the project, comparable to the impact of the introduction of electrification during the steam locomotive era.

He is the EVP of Service Delivery at Software Development Experts, and President of the Global Rational User Community. Mr. Holmes started programming over thirty years ago and for the last sixteen years has helped numerous Fortune 500 IT enterprises across a variety of industries achieve their strategic goals. He is a specialist in IT governance and process improvement and leverages pragmatic methods, practices, and tools that benefit the enterprise IT value stream.
