Moderating the debate will be Dr. Pete Calcagno, Associate Professor of Economics, College of Charleston
- Dr. Peter Calcagno started his career at the College of Charleston in 2003. He earned his B.S. in Economics and History from Hillsdale College and Ph.D. in Economics from Auburn University. Dr. Calcagno has previously worked at Wingate University, Jacksonville State University, and Georgia State University. He is particularly interested in Public Choice Economics, Political Economy, and Public Finance. In 2008, Dr. Calcagno received the School of Business and Economics Distinguished Teaching Award, and is currently the founding director of the organization Initiative for Public Choice & Market Process. He is a member of the Public Choice Society and Association of Private Enterprise Education.
Dr. Frank Hefner – Director of the Office of Economic Analysis, CofC
- Dr. Hefner is a Professor of Economics, Director of the Office of Economic Analysis, and past Chair of the Department of Economics and Finance at the College of Charleston. He received his B.A. Degree in Economics from Rutgers College and his M.A. and Ph.D. Degrees from the University of Kansas. He taught at Washburn University in Topeka while he was a research assistant in the Institute for Policy and Social Research at the University of Kansas and at the University of South Carolina where he served as a research economist in the Division of Research. Dr. Hefner's research interests include regional economic development and forecasting. He participates in the Regional Advisory Committee of the S.C. Board of Economic Advisors. He is a past president of the Southern Regional Science Association. He has been quoted frequently in the press and has commented on economic conditions on local television and radio stations and before a number of organizations.
C. Grant Jackson – Sr. Vice President/ Community Development & Communications, Greater Columbia Chamber of Commerce
- Mr. Jackson was named Senior Vice President for Community Development for the Greater Columbia Chamber of Commerce, in January of 2008, following a 40-year career as a newspaper journalist. He is a member of the team implementing “Navigating from good to Great,” the chamber’s community development and prosperity initiative. Before joining the chamber, Grant had been Business Editor & Columnist for The State newspaper since 2003. Prior to taking the role of columnist, he led the newspaper’s award winning business coverage for five years. During Grant’s tenure as Executive Business Editor from 1996 to 2003, the business section of The State was named The Best in Business in its circulation category by the Society of American Business Editors and Writers for 2001 and 2002. The section also won the award for 2004 and 2005. Grant began his journalism career with The Macon, Ga., Telegraph where he worked as a reporter, city editor and political editor. He also worked for The Columbus, Ga., Ledger-Enquirer as city editor and Sunday editor. Prior to coming to The State in 1996, Grant was an assistant metropolitan editor at The Dayton Daily News, in Dayton, Ohio, for 11 years. Grant holds a Bachelor of Arts in English literature from Mercer University in Macon, Ga., and a Master of Arts in journalism from the University of Missouri. He is married to Licia Jackson, who is special projects editor for SC Biz News, and they have four children, ages 37 to 22, and two granddaughters. Grant serves on the executive committee for the Midlands district of the Urban Land Institute South Carolina and is a graduate of ULI’s Center for Sustainable Leadership, and also a Riley Institute at Furman University Diversity Fellow. He is a member of the executive committee and the board of the City Center Partnership, the executive board of the Indian Waters Council Boy Scouts of America, and a member of the finance committee and occasional adult Sunday School teacher at Washington Street United Methodist Church.
Ashley Landess – SCPC President
- Ashley Landess was born in Spartanburg, S.C. She has also lived in Dallas, Washington, D.C. and Chicago. She has a journalism degree from the University of North Texas. Her twenty-year career in communications includes public policy work as well as consulting for private businesses and charitable organizations. Ashley has been President of the South Carolina Policy Council since January 2008. Prior to assuming this position she previously served as its Vice President for Public Affairs from 1998 to 2008.
Dr. Russ Sobel – Visiting Scholar in Entrepreneurship in the School of Business Administration at The Citadel in Charleston, SC
- Russell S. Sobel is a native of Charleston, South Carolina. He earned his Bachelor’s degree in business economics from Francis Marion College in 1990, and his Ph.D. in economics from Florida State University in 1994. Dr. Sobel has authored or co-authored over 150 books and articles, including a nationally-best-selling college Principles of Economics textbook. His research has been featured in the New York Times, Wall Street Journal, Washington Post, US News and World Report, and The Economist Magazine, and he has appeared on CNBC, Fox News, CSPAN, NPR and the CBS Evening News. He serves on the editorial board for two academic journals, and on the advisory board for four university centers. He has won numerous awards for both his teaching and his research, including the 2008 Sir Anthony Fisher Award for best state policy publication of the year. His recent research focuses in the areas of state economic policy and entrepreneurship.
Kim Statler - Executive Director, Lowcountry Economic Alliance
- Statler has served as Executive Director of the Lowcountry Economic Alliance since 2007. Immediately preceding her current position, Statler served as the Executive Director of the Technical College of the Lowcountry Foundation. Prior to working with the college, Statler was the co-owner of /proz’/, an economic development consulting firm. During her public sector career, Statler served as the Government Relations Director/Legislative Liaison for the Iowa Department of Economic Development and Research Analyst for the Iowa House of Representatives. She also served as a Legislative Aide and Campaign Manager to US Congressman Bill Emerson prior to moving to Iowa in 1995. Statler is a board member of the Beaufort Chamber of Commerce, Past Chair of the Hope Haven Board of Directors, and an active member of Tidal Creek Fellowship in Beaufort. She has been recognized by the Savannah Business Journal "40 under 40" and is a graduate of the Leadership Beaufort program. Statler holds a bachelors of science in political science and economics from Southeast Missouri State University and a master’s degree in Administration from Des Moines University.

The South Carolina Policy Council was founded in 1986 by the late Thomas A. Roe of Greenville. Since then, our mission has been to promote freedom, to protect freedom, and to prove that freedom works. We are dedicated to restoring citizens’ power and prosperity through limited government, free enterprise, and individual liberty and responsibility.
We don’t believe politicians and government “experts” have the answers, and we don’t believe it’s government’s role to run our economy. We believe politicians are employees, not celebrities, and accordingly our goal is to encourage them to do their most important job – in fact, their only job: protect our liberty.
