California’s cap-and-trade program is well into its first compliance period and it’s time to start preparing for the second compliance period, which begins January 2015. With revised regulations, an international link and expanded coverage in California, the market is likely to evolve significantly. All covered entities – particularly those covered from 2015 – face the challenge of understanding the revised rules, determining their position in the market, and developing a compliance strategy that remains effective as the market changes.
