Buffalo Cyber Surge TTX 2014 – Updated and Revised

 

The Buffalo Federal Executive Board (FEB) and FEMA Region II are pleased to invite you and members of your organization to Cyber Surge 2014. Cyber Surge is a Continuity of Operations based Tabletop exercise that utilizes a Cyber disruption scenario and is designed to test your agency’s Continuity of Operations plan.

 

Guidance:

National Security Presidential Directive/NSPD-51 and the Homeland Security Presidential Directive/HSPD-20 have mandated continuity requirements for all federal government executive branch departments and agencies. The directives define the necessity for a comprehensive and integrated approach to continuity programs.

 

Although the directives are required for executive branch agencies and departments, the US Courts, State agencies, local governments, Tribal governments, non-profit organizations, and other non-federal entities are encouraged and invited to participate in our training and exercise program.

 

When continuity principles and practices are endorsed by an organization, a more rapid, effective, and well-orchestrated response is far more likely.

 

Exercise Specifics:

This tabletop exercise will take place on Thursday July 31, 2014. FEMA will manage the Exercise facilitation.

 

Building interagency relationships is an important goal of this exercise. Strong relationships are pivotal factors in any real-world emergency response. Participants will be encouraged to coordinate with partner agencies during the exercise and to interact with them during play. Participating in the exercise assists in pre-event posturing and fosters a safe and efficient response to any emergency.

 

Exercise Objectives:

1. Evaluate continuity plans and procedures;

2. Explore cyber security threats and effects on agency operations;

A. How will agencies within the Buffalo FEB community make the environment more protective and resilient in a Cyber event?

B. How can agency staff continue operations during an actual Cyber event (what alternatives are available to us)?

C. How will the FEB membership implement effective communication alternatives in a degraded cyber environment?

3. And, build interagency relationships.

 

Exercise Planning:

FEMA will create and manage the exercise scenario and provide discussion questions that will be used during tabletop play.

 

Participation in Exercise outside of Buffalo Region

Participation in this exercise for agencies outside the Buffalo Region will no longer be possible. We plan to host a similar exercise in Albany and Syracuse in 2015. Agencies external to the Syracuse and Albany Regions can participate at this time. We apologize for the delay and any inconvenience.

 

Hotwash

A Hotwash will take place following the conclusion of the exercise.

 

After Action Report

FEMA will present an After Action Review of the exercise early next fall.

  1. Distribute and discuss discussion questions and conduct of the exercise.
  2. Develop additional discussion questions and expected actions.
