Dr. John Hillen was appointed the Executive in Residence and Professor of Practice at George Mason University’s School of Management in December 2013. For the six years prior to that he was the President and Chief Executive Officer of Sotera Defense Solutions, Inc. (Sotera), formerly Global Defense Technology & Systems, Inc. (NASDAQ:GTEC), and a member of its Board of Directors. He remains the Vice Chair of Sotera’s advisory board. Hillen took the company public in 2009 and the company’s IPO won the ACG National Chapter “Deal of the Year” award. Sotera was named Contractor of the Year (>$300m) at the 2012 GovCon Awards.
From 2005 – 2007, Dr. Hillen served as the Assistant Secretary of State for Political-Military Affairs in the Bush administration. In that capacity he was the senior State department official responsible for coordinating America’s diplomatic strategy with its military operations. He was unanimously confirmed by the Senate. His work standing up the US’s whole-of-government Counterinsurgency capability and strategy is profiled in Wall Street Journal reporter Nathan Hodge’s recent book Armed Humanitarians.
Prior to his appointment in the administration, Dr. Hillen served as the first President of Fairfax VA based CGI Federal Inc., the cleared American subsidiary of Canadian IT firm CGI, Inc. (NYSE: GIB). Previously he was the head of the $415 million defense and intelligence business at American Management Systems Inc. (NASDAQ: AMSY), which was sold to CACI International (NYSE: CAI) in 2004. Prior to that he was the Chief Operating Officer of Island ECN, Inc., a $500M+ financial services firm in New York City.
In addition to his advisory board role at Sotera, Hillen is an operating partner at private equity firm LLR Partners, chairs the advisory board for SOS International, and is a director of Software AG Government Services. From 2012 – 2013 he was the Chairman of the Professional Services Council and is a widely recognized industry leader in the government contracting field. Dr. Hillen was selected as one of the “Top Twenty People to Watch” by ExecutiveBiz magazine and was the subject of a cover story in Smart CEO Magazine. Hillen is a 2011 Federal Computer Week “Fed 100” award winner and was a finalist for the GovCon Executive of the Year award in 2009.
Prior to his business career, Dr. Hillen worked as a military policy expert and also served for twelve years as an Army officer. He is the author or editor of several books on international security and has been published in dozens of leading journals and newspapers including the New York Times and the Wall Street Journal. A veteran of several think tanks including the Council on Foreign Relations, he was for many years a contributing editor at National Review (where he still serves as Chairman of NR’s parent company) and an ABC News commentator. During his time in the Army, Hillen was a reconnaissance and special operations officer in Asia, Europe, and the Middle East. He has been decorated for his actions in combat, one episode of which is recounted in the recent military memoir Warrior’s Rage, by Douglas Macgregor. He is a life member of the Veterans of Foreign Wars, the Council on Foreign Relations, and a number of other professional organizations. He currently serves on the Chief of Naval Operations Executive Panel, the federal advisory committee supporting the head of the US Navy.
Dr. Hillen is a trustee of the International Institute for Strategic Studies, the Foreign Policy Research Institute, the Committee on Economic Development, and Flint Hill School. He graduated from Duke University, holds a Master’s Degree from King’s College London, a doctorate from Oxford, and received his MBA from the Johnson School of Management at Cornell. He makes his home in Oakton VA with his wife and three children and is a K-12 product of Fairfax County Public Schools.
