Laverne Duncan

Laverne Duncan developed the concept for the Andy Street Community Association in 2001 during monthly meetings of property owners intent on eradicating the crime, gangs and prostitution which was rampant in the community at the time. Dealing with 50-60 police calls for service per month this group of 24 4-unit rental properties became so infamous that the US Postal Service refused to deliver mail. Eager to eliminate the challenges and provide a wholesome community in which the youth of Andy Street could flourish and grow, Laverne and her support group created the first multi-family improvement district (MID) in the country and enlisted the commitment of owners through their agreement to a financial assessment on each property which provided the basis for funding for security and property improvements. Subsequently developed after-school programming for youth offered an alternative to gang activity and the tenant families gradually became a tightly knit group of residents vested in their community. While the Andy Street phenomenon is now being taken to other needy communities there continues the urgency for funding for youth programs where the project began. The Annual Gala provides the mechanism to ensure the success never ceases and that future generations of kids can grow.
