The 2013 Transport Chicago Steering Committee is pleased to welcome our keynote speakers for this year's conference: Robert Puentes, Senior Fellow with the Brookings Institution Metropolitan Policy Program & Director of the Metropolitan Infrastructure Initiative; Matthew Click, AICP, Southeast Division Director of Tolls for HNTB; Jim Ely, Vice Chair of Toll Services for HNTB; and Andrew C. Smith, AICP, Vice President and Director of Planning and Policy Services for HNTB.
Puentes' work as a senior fellow with the Brookings Institution's Metropolitan Policy Program focuses on the broad array or policies and issues related to metropolitan growth and development including transportation and infrastucture, urban planning, growth management, suburban issues, and smart cities. Puentes serves on a variety of boards and comittees including, most recently, New York State's 2100 Infrastructure Commission, the District of Columbia's Streetcar Financing and Governance Task Force, the Northern Virginia Transportation Authority's Technical Advisory Committee, the Tysons Corner Tomorrow Advisory Task Force, and the Falls Church, Virginia Planning Commission.
Click comes with more than 16 years of extensive experience in tolling, all-ellectronic tolling, transportation finance, congestion pricing and priced managed lanes. He has worked on priced managed lanes projects in Florida, Texas, Georgia, Minnesota, Washington and across the country. Click is one of the industry's most recognized specialists in priced managed lanes, corridors and networks.
Ely is currently responsible for developing and implementing innovative programs with transportation leaders at the federal, state and local levels. Ely is a past president of the International Bridge, Tunnel and Turnpike Association. He also served on the board of the Transportation and Expressway Authority Members of Florida and the executive board of the Florida Department of Transportation. Under Ely's leadership as the former executive director of Florida's Turnpike Enterprise, 143 miles of new turnpike segments were built or acquired while traffic increased fivefold to more than two million people per day.
Smith has 18 years of experience with transportation policy analysis, long range transportation plans, priced managed lanes, transportation demand management, financial feasibility studies, travel demand modeling, transit planning, traffic engineering, corridor studies, congestion management planning, and traffic and toll revenue feasibility.

Transport Chicago is an annual conference that provides a forum for the exchange of knowledge in transportation research, policies, and practice. The conference, first held in 1986, explores a broad range of transportation modes and issues. This event regularly attracts over 200 academics and professionals from the Chicago region and beyond, offering an excellent opportunity for the transportation community to make connections and share experiences.
Each year, Transport Chicago strives to:
- Foster relationships between the academic community and practitioners in the public and private sectors and help establish academic and non-academic research agendas
- Encourage members of the transportation community to present papers on current topics in transportation research
- Foster dissemination of information on local transportation planning, policy, and programs
