BDPA's 2013 Regional Conference in the Washington, D.C. area is an annual venue co-hosted by regional HBCU/MIs with your Host Chapter for community Industry Days, Award Events, Regional IT Showcase (ITSC), BDPA's 
Advanced Program Briefing for Industry (APBI), and BDPA's Advanced Planning Briefing for Interns (APBi). 


This year, as a precursor to the National BDPA Technology Conference in Washington, D.C. this August, our speakers and panelists will address new industry challenges and workforce transformation opportunities. Regional workshops are designed to help members, students, and attendees prepare for new careers and how to take full advantage of the 35th Annual National BDPA Technology Conference, ICT industry workshops, career fairs, and key local networking event opportunities from August 13-17, 2013 at the Washington Hilton.

      Rear Admiral Will Metts, US Navy
      National Security Agency (NSA) 


      Rear Admiral Metts is a native of Danville, Ga. He graduated from Savannah State University in 1985, receiving a Bachelor of Science degree in Electronics Engineering Technology and was commissioned via the Naval Reserve Officers Training Corps (NROTC.) 

      Rear Admiral Will Metts, U.S. NavyFollowing initial sea duty assignments, Metts transferred to the Naval Postgraduate School earning a Master of Science degree in Command, Control, Communications, Computers and Intelligence (C4I). Metts was selected as a naval cryptologist (now Information Warfare [IW]) officer, and subsequently earned a Master of Arts degree in National Security Studies and Strategic Planning from the Naval War College. After very successful tours in Guam, on board the USS Harry Truman (CVN 75) with Carrier Group 2, with U.S. Pacific Command, and with U.S. Pacific Fleet, Metts reported to United States Cyber Command as Director of Intelligence. Metts was promoted to his current rank, July 1, 2011 and in August of the same year he reported to the National Security Agency (NSA) as Deputy Chief of Tailored Access Operations (TAO).

BDPA's mission is to bridge cybersecurity,  information technology (IT) and telecommunications competency gaps in urban and underserved communities. Local chapter goals in the National Capital Region (NCR) are to provide technology and infocentric training programs with educational outreach services for professionals and youth in the Washington, D.C. metropolitan area in direct support of technology inclusion (TECH-Inclusion)  initiatives and next-generation workforce (NGWF) development.

Regional BDPA Chapters and BDPA Chapter Interest Groups also work with information communication and technology (ICT) industry partners to develop workforce pipelines in the greater Washington, D.C. metropolitan area. Regional and local efforts directly support the President's CNCI (Comprehensive National Cybersecurity Initiative), federal agency ICT staffing requirements, and public sector ICT pipelines. BDPA-DC is tax-exempt under section 501(c)(3) of the Internal Revenue Code.
